Eligibility for Tennessee License Plates
One rear license plate is issued for each passenger vehicle in Tennessee. New residents must register within 30 days of establishing residency. T.C.A. § 55-4-101(b)(2) sets this timeframe.
- Residency: Two proofs of local residency are required at the county clerk’s office, taken from a state list that includes utility bills, bank statements, and lease agreements. The Tennessee Department of Revenue’s page on acceptable forms of identification and residency details both tiers.
- Vehicle: All motor vehicles operated on Tennessee roads must be registered and titled under T.C.A. Title 55, Chapter 4. Damaged vehicles and rebuilt vehicles require a rebuilt title before standard license plates can be issued.
- Each applicant must present one photo ID from list A (driver’s license, passport, military ID) or two documents from list B (pay stub, social security card, financial institution document).
- Plate Categories: The Department of Revenue administers over 100 specialty plates. Military categories include disabled veterans (service-connected), Purple Heart, Medal of Honor, POW, and Gold Star, each requiring DD-214 or equivalent documentation. Specialty and collegiate plates are available to all residents through the Tennessee Department of Revenue’s license plate page.
How to Get a License Plate in Tennessee?
The county clerk’s office handles all titling and registration matters. Tennessee has 95 counties, each with at least one clerk location.
- Bring an out-of-state title (or current out-of-state registration plus the lienholder’s name and address if a lien exists), photo ID, and two proofs of residency to your local county clerk.
- Tennessee does not require safety inspections and emissions testing. The state ceased emissions testing in February 2022.
- Pay the title fee, state registration fee, and any applicable county wheel tax or municipal fee at the clerk’s office. The clerk issues plates, a sticker, and a registration card on the spot.
- Registration is renewed annually. The county clerk sends a renewal postcard before your expiration month. Renewals can be done online, by mail, or in person; the online channel below covers renewal details.

Can I Get a License Plate Online in Tennessee?
First titles and registrations require an in-person visit to the county clerk’s office. The online service covers only renewals and personalized plate applications.
The TNCountyClerk.com portal processes registration renewals statewide, accepting credit and debit cards (a 2% convenience fee is charged by the processor). Select your county, enter your plate number, and pay; the clerk mails the new sticker. Personalized plates can be reserved separately through the Tennessee personalized plates portal for $35.
Mail renewals are sent directly to your county clerk’s office along with the renewal postcard and a check or money order. Add $2 for postage and handling for sticker-only renewals, or $7 if a new plate is needed.
If Tennessee can renew your registration online, use TNCountyClerk.com; the county clerk’s office is designated for handling titles and first plates, which the portal cannot process.
